The Reuse Network’s Product Weight Protocol (PWP) is recognised by UK environmental regulators and is the most up to date and comprehensive average weights list for organisations collating data on the weights of items in their operations.
Originally designed to help charity reuse organisations meet Local Authority and WEEE regulation requirements, it is now widely used across various sectors. It helps streamline data entry, supports impact reporting, ensures regulatory compliance, enables claiming recycling credits, and strengthens collaboration with local authorities through accurate, reliable data.

PWP Licence and Registration
Since 1 January 2016, the Reuse Network Product Weight Protocol (PWP), formerly known as the FRN Average Weights List, requires the purchase of an annual licence from the Reuse Network.
During Environment Agency inspections, officers will verify your licence by checking your unique PWP licence number against the register supplied by Reuse Network. The PWP is necessary to demonstrate to the EA how you calculate your average weights and is a key part of your AATF application.

From £330/ year + VAT.
Licence fees depend on the organisation and how they use the PWP data. Multi-user and distributor fees are based on the information provided by the licensee.

Why do I need a PWP?
The PWP allows you to demonstrate to the Environment Agency how you are calculating your average weights. The PWP has been approved and sanctioned by UK regulators. This is an essential part of your AATF application.
How can I get a PWP licence?
If this is the first time you have registered for the PWP licence, we will ask you to complete an expression of interest form. Once this has been reviewed and approved, you will be asked to sign and return a licence agreement and complete payment for the licence.

How are fees determined?
The Reuse Network Product Weight Protocol (PWP) will be available to all Reuse Network members as part of their annual membership fee.
As of 2023, fees start from £330 + VAT a year for non-members of the Reuse Network.
Licence fees are based upon the individual organisation and the type of use of the PWP data. Multi-user and distributor fees are conditional and calculated according to information provided by the licensee.

Do I need to be a member of the Reuse Network to have a PWP licence?
No you do not. The Reuse Network membership is only open to reuse charity and social enterprises who work towards the alleviation of poverty and providing employment and training opportunities through reuse.
How will the Environment Agency know that I have my licence?
During their inspection, EA officers will ask you for your unique PWP licence number which they will check against the register supplied to them by Reuse Network.
Reuse Network will periodically provide regulators with a list of current licence holders in order for checks to be carried out.
Do I need a new licence every year?
Yes, your licence is renewable every year from 31 October. The licence is valid from 1st January to 31st December. You will receive a new licence number every year.
