PWP licence and registration

Since 1 January 2016, the Reuse Network Product Weight Protocol (PWP), formally known as the FRN Average Weights List, requires the purchase of an annual licence from the Reuse Network.


How can I get a PWP licence?

If this is the first time you have registered for the PWP licence, we will ask you to complete an expression of interest form. Once this has been reviewed and approved, you will be asked to sign and return a licence agreement and complete payment for the licence.

Fees start from £300 + VAT a year for non-members of the Reuse Network.

How are fees determined?

Licence fees are based upon the individual organisation and the type of use of the PWP data. Multi-user and distributor fees are conditional and calculated according to information provided by the licensee.

The Reuse Network Product Weight Protocol (PWP) will be available to all Reuse Network members as part of their annual membership fee. The fee for non-members will be from £300 + VAT, depending on the outcome of the Reuse Network checks.

Do I need to be a member of the Reuse Network to have a PWP licence?

No you do not. The Reuse Network membership is only open to reuse charity and social enterprises who work towards the alleviation of poverty and providing employment and training opportunities through reuse.

How will the Environment Agency know that I have my licence?

During their inspection, EA officers will ask you for your unique PWP licence number which they will check against the register supplied to them by the Reuse Network.

Why do I need a PWP?

The PWP allows you to demonstrate to the EA how you are calculating your average weights. The PWP has been approved and sanctioned by UK regulators. This is an essential part of your AATF application.

Do I need a new licence every year?

Yes, your licence is renewable every year from 31 October. The licence is valid from 1st January to 31st December. You will receive a new licence number every year.
